General Description
Performs divisional work involving the oversight and direction of the development, implementation and promotion of the department's programs.
Works under limited supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in engineering or planning or closely related field.

Requires eight (8) years in major planning, architecture or engineering in the area of assignment including four (4) years of managerial/supervisory experience.

Special Certifications and Licenses
None.

Preferences
Thorough knowledge of principles and practices associated with the implementation of large scale, complex airport construction and engineering programs. Thorough knowledge of all federal, state, and local regulatory requirements applicable to airport operations related to planning, engineering and construction. Thorough knowledge of the funding processes in a municipal environment as related to budgeting, cost accounting, financial planning, and management. Working knowledge of Aviation Planning, environmental regulations, environmental compliance, and sustainability.
DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Administers the enterprise department's programs for development, implementation and promotion of short and long range strategic plans, capital improvements programming and implementation, economic impact analysis, grants writing and administration, and federal and state legislative efforts.

Directs, through subordinates, the planning, scheduling and coordination of departmental activities; and develops policies, procedures and priorities to meet established goals; provides leadership and oversight of development, implementation and periodic updating of strategic, fiscal and capital improvement programming and implementation consistent with federal, state and local regulatory requirements.

Provides leadership and oversight of all enterprise department related economic impact analysis; represents the enterprise department's interests before local, state and federal agencies; represents the County before community groups, service organizations, and civic committees to promote the development and use of seaport facilities; attends conferences and public and professional meetings.

Performs related work as assigned.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
